Construction in Flood Risk Areas
Across the country, there has been a growing number of developments in unsuitable locations, such as within river floodplains. Another issue identified relates to the increase in impermeable areas where rainwater cannot infiltrate the ground, instead accumulating on the surface. Solutions do exist, including the creation of more gardens and green spaces to improve natural drainage.
To mitigate the impact of flooding, the Government has approved a series of flood risk management plans. In total, more than 600 measures may be implemented by local authorities. Between 2022 and 2027, an estimated €200 million is expected to be invested in the execution of these plans.
Some regions are already taking proactive steps, recognizing the risks that flooding poses to local populations. This is the case in Lisbon and Oporto, where specific plans have already been put in place. In the capital, the city Hall has launched a comprehensive drainage master plan, with an estimated investment of around €250 million and an implementation period of 15 years.
The plan includes the construction of retention basins, infiltration systems, and drainage trenches, as well as two major tunnels: one connecting Monsanto to Santa Apolónia, and another linking Chelas to Beato. In addition, reinforcement of the wastewater and drainage network is planned.
In the city of Oporto, retention basins will be built in Jardim Paulo Vallada, alongside the lowering of the garden’s football pitch to improve water management. The municipality also plans the rehabilitation of Ribeira da Granja. Both projects are expected to be completed in 2025.
