Blepo was founded on a simple principle: to see better to make better decisions.

1. Purpose
These Terms and Conditions govern access to and use of the BLEPO platform, as well as the relationship between BLEPO, platform users, and the independent professionals forming part of the network.
BLEPO provides a digital platform for communication, client acquisition, organisation of house inspection requests, and methodological standardisation of reports. BLEPO itself does not provide any technical service.
2. Nature of the Platform
BLEPO operates exclusively as a:
- Technological platform
- Communication channel
- Demand organiser
- Methodological and reporting standardisation framework
BLEPO itself does not carry out inspections, provide technical services, or engage in real estate agency activities, and therefore assumes no technical responsibility for any reports issued.
3. BLEPO Network Professionals
Inspection services made available through the platform are performed by independent professionals, duly authorised to carry out their activity, acting in their own name and under their sole and exclusive technical, legal, and professional responsibility.
The inclusion of professionals in BLEPO network:
- Does not constitute an employment relationship
- Does not imply exclusivity
- Does not transfer any technical responsibility to BLEPO
BLEPO reserves the right to accept, refuse, suspend, or remove professionals from blepo network where it considers that technical, ethical, or quality standards are not met.
4. Reports and Diagnostics
Reports made available:
Are prepared based on information collected at the time of inspection
Reflect the technical assessment of the responsible professional
Do not constitute absolute guarantees regarding the present or future condition of the house.
Each report is the sole responsibility of the professional who prepares and signs it. BLEPO shall not be held liable for its content, conclusions, or any omissions.
5. Limitation of Liability
BLEPO shall not be liable for:
- Decisions taken based on reports
- Financial losses, direct or indirect damages
- Costs relating to repairs, works, or future interventions
- Legal or planning non-compliances not identified
- Disputes between buyers, sellers, or third parties
Use of the information provided is entirely at the user’s own risk.
6. Platform Users
By using the BLEPO platform, users declares that they::
- Understand the informational nature of the inspection diagnostics
- Acknowledge the technical independence of the professionals
- Accept that BLEPO is not a party to any subsequent legal transaction
- BLEPO does not guarantee commercial outcomes, financing decisions, or property value appreciation.
7. Intellectual Property
All content on the BLEPO platform, including:
- Brand
- Methodology
- Report structure
Texts, graphics, and layouts are blepo property or used under licence, and may not be reproduced, distributed, or used without prior consent.
Technical reports remain the responsibility of the professional who produces them, without prejudice to BLEPO’s right of use under agreed terms.
8. Data Protection
Personal data is processed in accordance with applicable data protection legislation, including the General Data Protection Regulation (GDPR).
Technical information collected is used solely for the execution of the requested service and for the improvement of the platform.
9. Amendments
BLEPO reserves the right to amend these Terms and Conditions at any time. Any changes will be duly published on the platform and website.
Continued use of the platform constitutes acceptance of the updated versions.
10. Pricing, Payments and Invoicing
The prices displayed on the BLEPO website correspond to the diagnostic service requested, under the terms indicated.
Unless otherwise stated, payment shall be made as follows:
- 50% of the total amount upon confirmation of the house inspection, as a condition for scheduling and performing the service;
- 50% of the total amount upon the diagnostic report being made available in the client’s secure area.
A report is deemed made available when it becomes accessible to the user on the platform, regardless of whether it is viewed or downloaded.
Failure to pay the second instalment:
Does not invalidate the service already performed
May result in suspension of access to the report
Does not entitle the user to a refund of the first payment
BLEPO acts as the entity managing the payment process, without thereby providing technical services or assuming responsibility for the content of reports.
11. Reembolsos, Cancelamentos e Não Comparência
Cancellation requests must be made at least 24 hours prior to the scheduled visit, by email or telephone to agendamentos@blepo.pt or +351 210 224 781.
Unless otherwise specified:
- Cancellations made after scheduling confirmation may not be eligible for a full refund
- Failure to attend or inability to access the property at the scheduled time may result in partial or total loss of the amount paid
- No refunds shall be issued where:
- The service has been performed
- non-performance is attributable to the user
- The report has been delivered in accordance with the agreed terms
- Exceptional cases may be reviewed individually, without constituting an automatic right to refund.
12. Quality, Methodology and Limitations of Home Inspection Reports
Home Inspection Reports made available through the BLEPO platform:
Follow a common and standardised methodology defined by BLEPO
Are based on observations and information collected at the time of inspection
Do not replace technical projects, specialist studies, legal opinions, or detailed technical audits
BLEPO promotes quality standards and formal consistency, however:
Does not guarantee the absence of errors, omissions, or limitations inherent to visual or non-invasive inspections
Does not technically validate report content
Does not assume responsibility for the technical quality of conclusions
Any matters relating to the technical content of reports should be addressed to qualidade@blepo.pt.
13. Complaints
Complaints relating to:
- Technical content of reports Conclusions or recommendations
- Conduct of the professional should be addressed to qualidade@blepo.pt
Complaints relating to platform operation, scheduling, or administrative matters may be addressed to BLEPO through its official channels.
